Los Angeles, Orange Among 13 Counties Allowed To Reopen Further, Moving Into Red Tier Due To Vaccination Progress

“Focusing on the individuals who have been hardest hit by this pandemic is the right thing to do and also ensures we are having the greatest impact in reducing transmission, protecting our health care delivery system and saving lives.” “California is doubling down on its mission to keep equity a top priority as we continue to get COVID-19 doses into the arms of all Californians as safely and quickly as possible,” said Dr. Mark Ghaly, Secretary of California’s Health and Human Services Agency.
On Tuesday, we also expect Sacramento, San Diego and 11 additional counties (Kings, Lake, Monterey, Riverside, San Joaquin, Santa Barbara, Sutter, Tehama, Tulare, Ventura and Yuba) to shift from Purple to Red based on current data and projections. These tier adjustments will be assigned on Tuesday and take effect on Wednesday. Going forward, the Purple Tier threshold is greater than 10 cases per 100,000 people. There is potential for additional counties to move tiers next week based on next week’s Blueprint tier assessment and assignment.
Forty percent of COVID cases and deaths have occurred in the lowest quartile of the Healthy Places Index (HPI), which provides overall scores and data that predict life expectancy and compares community conditions that shape health across the state. On March 4, Governor Gavin Newsom announced that the state had set aside 40 percent of vaccine doses for the hardest-hit communities and established an equity metric to increase vaccinations in those communities. Doing so recognizes that the pandemic did not affect California communities equally.
Those new thresholds will allow 13 counties to move to a less restrictive tier, from Purple (widespread) to Red (substantial): Amador, Colusa, Contra Costa, Los Angeles, Mendocino, Mono, Orange, Placer, San Benito, San Bernardino, Siskiyou, Sonoma and Tuolumne. These changes will take effect on Sunday, March 14. Twenty-one counties will remain in the Purple (widespread) Tier, 33 will be in the Red (substantial) Tier, three remain in the Orange (moderate) Tier and one remains in the Yellow (minimal) Tier.
With this equity metric met, and because vaccines slow the spread of disease and serious illness, the previously announced update to the Blueprint for a Safer Economy to account for progress with vaccine administration goes into effect. The California Department of Public Health today announced that 2 million doses of Covid-19 vaccine have been administered to Californians in some of the state’s hardest-hit communities, increasing immunity where the state's transmission rates and disease burden have been the highest during the pandemic.

That update lowers the thresholds for movement through the states color-coded reopening tiers.

Los Angeles, Orange Counties Very Close To Less Restrictive Covid-19 Reopening Tier

According to state data released Tuesday, there are another 11 of the state's 58 counties poised to move to less restrictive tiers the week after next. They are Alameda, Alpine, Butte, Calaveras, Imperial, Mariposa, Mono, Placer, Plumas, Santa Crux, Solano and Tuolumne.
Los Angeles could be next.
With 10 million and 3 million residents respectively, LA and Orange Counties, when added to the other areas that have already progressed, would account for nearly half the state's population. That would be good news for businesses like movie theaters.
Of course, there are two other metrics that also be met for a county to proceed, but LA and the OC already meet those.


Movement into the red tier means that theaters can reopen for indoor operations at 25% capacity or a total of 100 people, whichever is fewer. Hotels can reopen with modifications. Amusement parks are to remain closed until counties reach the least stringent, or yellow, tier. Retail stores, shopping centers, zoos and museums can operate at 50% capacity. Gyms can reopen indoors at very limited capacity. Restaurants can reopen indoors subject to the same restrictions.
Most of those counties are quite small, population-wise. But their larger siblings may be joining them soon.
Those counties had a total population — in 2019 — of a little over 1.5 million people, the most populous being San Francisco. On Tuesday, seven additional California counties were confirmed to be moving into the red tier of Governor Gavin Newsom's Covid-19 reopening plan. The other six are El Dorado, Lassen, Modoc, San Luis Obispo, Santa Clara and Napa.
Meanwhile, Newsom called Texas's lifting of its mask mandate on Tuesday "absolutely reckless."
Once it's under 7, the county will very likely qualify for the red tier. This week, that number fell to 7.2. Last week, LA's adjusted case rate per hundred thousand was about 12. Los Angeles and Orange Counties — the state's largest and third largest by population — are inching closer to the red tier. Orange county's adjusted case rate announced Tuesday was 7.6 per 100,000.
That means Los Angeles and Orange Counties may edge below the threshold next week, but there's a catch. They must remain there for another two consecutive weeks before the purple-level restrictions will be lifted.

CNN Announces Lineup and Moderators for LGBTQ Town Hall

The network has so far allotted 4 1/2 hours to the event, which is less than the seven hours CNN telecast for its climate town hall earlier this month.
10 town hall will take place at The Novo in downtown Los Angeles and is being organized by the Human Rights Campaign Foundation. The Oct.
Some of the candidates already are scheduling fundraising events around the town hall. Joe Biden is scheduled to headline a lunchtime fundraiser on Oct. 10 at the home of producer Michael Lombardo and his husband, architect Sonny Ward.
The plans are for two candidates to appear back to back each hour, and to answer questions from an audience.
HRC sponsored a candidates forum in August, 2007, also held in Los Angeles and aired on Logo.

HRC may extend additional invites if a candidate meets the threshold by Sept. 25. Candidates have polled at least 2 percent in at least four national or early state polls. The criteria for participation is the same as it has been for the third and fourth presidential debates. They also have to draw at least 130,000 unique donors in at least 20 states. Bernie Sanders and Andrew Yang declined an invite to participate, citing scheduling conflicts, according to CNN.
 
Nine presidential candidates are scheduled to participate in a CNN town hall on LGBTQ issues on October 10, an event that will focus on lesbian, gay, bisexual and transgender issues.

It seemed like this weekend was ideal to release films about sound, as Peabody Award-winning documentarian Irene Taylor Brodsky releases her latest film, Moonlight Sonata: Deafness in Three Movements, at Abramorama. The film will expand September 20 to L.A. The Michael Tyburski-directed drama The Sound Of Silence from IFC Films, starring Peter Sarsgaard and Rashida Jones, debuted quietly in two theaters to an estimated weekend $6,148. at the Laemmle Royal in hopes to pad that gross.

For a slow roll-out, that number needs to be higher in order to be a buzzy, word-of-mouth title. Now in its fourth weekend, it took in an estimated $1,550,339 with a $2,048 average with a cume of $3,805,310. We are hearing that the Paul Downs Colaizzo-directed pic is playing best in the big cities on the coast. We'll just have to wait and see if the expansion will rope in and resonate with more audiences. Good, right? That said, Amazon picked this up at Sundance for a pretty penny ($14M) and it plans to expand even further for its widest release on September 20. We have learned that, according to PostTrak polling, 71% rated it as very good or excellent. Amazon's Brittany Runs A Marathon expanded to 757 runs in 142 markets this weekend. Well, not exactly.

Meanwhile, Greenwich Enterainment/1091's documentary Linda Ronstadt: The Sound of my Voice, sang into 220 theaters after debuting last week in seven theaters. As for other markets, it didn't hit that high of a note. It came in at #1 in 75% of its locations where it opened, including New York's The Landmark at 57 West, L.A.'s  Landmark and San Francisco's Embarcadero Center Cinema. We are hearing that the Rob Epstein and Jeffrey Friedman feature docu about the music icon ran in 76 markets and saw a decent run in a handful of markets. It also did well in DC, Minneapolis and Tucson.
Freaks (Well Go USA) – Week 1 [111 Theaters], Weekend $164,000, Average $1,479
The film may have had star wattage, but it wasn't necessarily enough to bring in audiences. Well Go USA's thriller Freaks from Adam Stein and Zach Lipovsky also debuted this weekend, hoping to scare up audiences on Friday the 13th. It netted an estimated $164,000 with an average of $1,479 per screen. That said, it opened in 111 theaters in 51 markets. The film has a stacked cast, with Emile Hirsch and Bruce Dern as banner names. We hear that although it had mild numbers at the Empire in New York and the Arclight Hollywood in L.A., it didn't make a dent in other markets.
In New York, the film opened at the Angelika and Landmark 57, while in L.A., it debuted at the Arclight Hollywood and Landmark. Neon and Participant Media's Monos hit theaters in New York and Los Angeles on a total of five screens. Even so, we hear that of all the theaters, the Angelika brought in a decent audience, while the others didn't fare very well. With that accolade under its belt, it raked in an estimated $43,285 for its opening weekend, averaging $8,657. Directed by Alejandro Landes, the Red Dawn-esque dramatic thriller starring Julianne Nicholson made its debut at Sundance and won the World Cinema Dramatic Jury Prize.

UPDATE:  The house owned by Manson gang murder victims Leno and Rosemary LaBianca has been sold to Zak Bagans, the star of the Travel Channel's Ghost Adventures.
It has been sold several times since the infamous murder, the last sale occurring in 1998 for $375,000. Built in 1922, the two-bedroom, 1.5 bathroom Waverly Drive home has 1,655 square feet and a backyard with patio and pool.
EARLIER: The infamous Los Feliz house where supermarket owner Leno LaBianca and wife Rosemary were slain by the Charles Manson gang in 1969 is back on the market, offered for sale at $1.98 million.
It is a 1,600 square foot home with 2 bedrooms and 2 baths. Zak told TMZ that the house retains much of its original characteristics, which attracted him. It is also located near where Katy Perry has been angling to buy a convent.
The house is located at 3311 Waverly Drive, a street number address that has been changed from its former 3301, undoubtedly to thwart the curious.
The listing appears just under a month before the 50th anniversary of the notorious murders and weeks before the era is again remembered in Quentin Tarantino's Once Upon A Time…In Hollywood.
TMZ first reported the deal but did not state the sales price for the home, which was listed at $1.98 million. The closing is planned for September. They did say it received "close to asking" price, and there were multiple offers, although that obviously didn't create a bidding war.

The first few months of 2019 were wetter than usual for Los Angeles, and on-location filming in the City of Angels also got drenched.
Overall, it marks a stinging 4.8% decline over the five-year average and translates into a total of 8,843 on-location shoot days being logged in the home of Hollywood from January to the end of last month.
All of which says, especially when more than a dozen tax incentivized features are poised to film here in the coming months, the limp start to 2019 could be only a minor injury.” />
Amidst a whopping 60.3% decline in pilots from Q1 2018, a single feature that was awarded tax incentives filming in the city, a 15% drop in commercials and more bad news, overall production is down 9.1% from the stronger than expected results of Q1 2018.
Granted there is a bright spot in the category of TV Comedy, with its uptick of a significant 26.8% over last year in no small part to thanks to more platforms. However, in a city that is dealing with a shortage of film stages, the first part of 2019 has nothing much to brag about.

James Andrews Dahl, a filmmaker whose Modern Man Films produced the critically acclaimed biopic The End of the Tour about David Foster Wallace, died Feb. 13 at age 40 in West Hollywood.
In lieu of flowers, the family requests that donations be made in Dahl's honor to the Harry Ransom Center at The University of Texas, a research library and museum dedicated to preserving the works of David Foster Wallace. Dahl served many years on the advisory council.
His experiences in the arts in both New York and Nashville led him to set permanent roots in Los Angeles, where he realized his main passion was film. He founded Modern Man Films, an LA-based film, television, podcast, and VR development and production company.

What's clear is that it's a heavyweight ensemble, even by Anderson's standards. Reports are that the film is a love letter to journalists. There are rumours Natalie Portman, Brad Pitt and Lea Seydoux may also be along for the ride. Virginie Efira plays the eponymous protagonist in the French-language drama. Paul Verhoeven's previous effort Elle was a festival hit in 2016. The director follows that provocative film with the story of a 17th-century nun in Italy who suffers from disturbing religious and erotic visions and embarks on a lesbian relationship.
Lee's last two films have debuted at the New York Film Festival and this one is set for an October release. Will Smith, Clive Owen, Mary Elizabeth Winstead and Benedict Wong star. Ang Lee's latest is about an over-the-hill hitman who faces off against a younger clone of himself. Festivals will likely be queuing up.
A release date has yet to be set. Perhaps the most-anticipated stand-alone film of the year. Martin Scorsese directs Robert De Niro, Al Pacino, Joe Pesci, Harvey Keitel and Anna Paquin in the big-budget crime drama about a mob hitman who recalls his possible involvement in the slaying of Jimmy Hoffa. Cannes would be a dream scenario for film lovers but that currently looks unlikely given the ongoing impasse between the festival and Netflix, which backed and will release the pic. Could the two come to an arrangement?

Steven Soderbergh's Panama Papers pic follows the journalists who unearthed 11.5 million files, linking the world's most powerful political figures to secret banking accounts to avoid taxes. Meryl Streep and Gary Oldman are among the strong cast for this Netflix film, which could be a fall festival title.
The British-American-Australian film will combine elements of Shakespeare's history plays Henry IV and Henry V with Chalamet set to play the latter. Much in-demand Timothée Chalamet leads cast in this David Michod drama also starring Ben Mendelsohn, Joel Edgerton, Robert Pattinson, Lily-Rose Depp and Thomasin McKenzie. This is another Netflix film, so an autumn festival berth may be more likely if it is to get the red carpet treatment.

Bruce Dern Home From Hospital, In Good Spirits Following Jogging Accident

Dern is actress Laura Dern's father, and was nominated for the Academy Award for Best Supporting Actor for Coming Home in 1978 and for Best Actor for Nebraska in 2013.
Dern plays rancher George Spahn in the film, a Pulp Fiction-esque tapestry of stories in and around Los Angeles in the summer of 1969, when Charles Manson and his followers massacred Sharon Tate and others. Dern just completed filming Quentin Tarantino's Once Upon A Time In Hollywood, a role he took over from the late Burt Reynolds.
Dern was described as being in "incredibly good spirits" and anxious to get back to work. Earlier reports had Dern hiking in Runyon Canyon, but the accident that briefly hospitalized him turned out to be borne of jogging at the Silver Lake Reservoir. UPDATE:  Bruce Dern is out of the hospital, in no pain, and eager to get back to work, according to his publicist, Lee Wallman.
He's already looking forward to getting back to work. He has been discharged and is in good spirits, we're told. EARLIER: Actor Bruce Dern has a possible fractured hip suffered while hiking in Los Angeles. The 82-year-old was jogging at Silverlake Reservoir, as he does daily, when it happened.
The film will be released July 26 by Sony Pictures. David Heyman is producing with Shannon McIntosh and Tarantino.

New ‘Diary Of Anne Frank’ Stage Production Reimagined With Immigration Narrative

Frances Goodrich and Albert Hackett's play The Diary of Anne Frank is getting a timely retooling. Director Stan Zimmerman is helming a new version of the play that will change the narrative from the Nazis' hunting down and oppression of Jewish people to a story about Immigration and Customs Enforcement agents hunting down illegal immigrants.

The guild has taken a cautious path to the name change, which has been subject to a gradual phase-out of any printed material and merchandise that utilized the comma, which still appears in many of the guild’s contracts and legal documents.
The Writers Guild of America, West has changed its name. It’s now the Writers Guild of America West – without the comma. The rebranding came after a not-too-heated debate at a recent WGA West board meeting, where the vote was 8-4, with one abstention, to get rid of the pointless punctuation.
“I’m not sure many people even knew it existed.” One of the reasons for getting rid of it, he said, was because “punctuation looks odd in logos and corporate names.” “That comma was not turning up in many places,” laughed a board member who voted to drop it.

Harvey Weinstein Confirmed to Be in Treatment Amid Sexual Assault and Harassment Scandal

News they had arrived at the house in response to a “family disturbance” but could not confirm the call was about Weinstein. Over the past couple of week, at least 50 women have accused the produce of sexual misconduct and six of them, including Rose McGowan and Italian star and xXx cast member Asia Argento, say he raped him. “I’m hanging in, I’m trying my best,” he said at the time. News of Weinstein undergoing inpatient treatment also comes a week after TMZ reported that authorities responded to a 911 call made by his daughter Remy to “say her dad was suicidal.” Police told E! Type Inside The Box Harvey Weinstein is receiving both inpatient and outpatient treatment amid the numerous sexual assault and harassment allegations against him, E! News has learned. Weinstein has apologized for past treatment of colleagues but denies allegations of non-consensual sex. A spokesperson for the producer confirmed the news to E! A friend of Weinstein told Page Six that the producer is not suicidal, but “his heart is breaking for his kids.”

Last week, after reports say Weinstein was headed to rehab, paparazzi encountered him outside the Los Angeles home of one of his daughters. TMZ reported that day that Weinstein had completed a one-week outpatient program to treat psychological issues and was leaving the state. News on Saturday, following recent reports that he was seeking treatment. On Friday, a source told E! No further details were given and the producer’s whereabouts were not made known.
